基于科研经费和研发规模对科研产出的非线性影响预期,分别以人均经费、研发规模为标准建立了门限模型.根据2000—2012年省际面板数据的回归结果,分析了中国高校经费投入和研发规模对科研产出的影响.研究发现:科研拨入经费与产出之间、研发规模与产出之间都存在显著的非线性关系;科研经费的影响从负向到正向变化,而研发规模的负效应由高到低逐渐减弱.研究结论有助于制订高校科研经费人均标准,推动高校科研团队组建及青年人才培养的政策考量.
Based on the nonlinear effects of research funds and RD scale on output,with standard of per capita research funds and RD scale,the threshold model was established. Using provincial panel data from 2000 to 2012,it analyzed the effect of scientific research funds and RD scale on output in China's universities. The results show that research funds and outputs have significant nonlinear relationship,as well as RD scale on output. The relationship between research funds and output changes from negative to positive; however,the negative effect of RD scale on output fades away. It helps to strengthen formulation of the research funds per capita standard in universities,and promotes the formation of scientific research team and youth talent training.
