Based on principles which circular economy index system should follow and circular economy development situation in West China, this paper composes a western circular economy development level evaluation index system, It adopts principal component analysis to build a district circular economy development level evaluation model and it employs Shaanxi province as an instance to make an empirical study of Shaanxi province＇s circular economy development status during 1998 to 2004, therefore, this article aims to provide references and theories for circular economy development of the Western Region.
