清晰统一的用地分类是实现乡镇土地利用总体规划和村镇体系规划协调的基础。回顾了建设和国土部门土地利用分类的历程,提出统一土地分类的原则,对《土地利用现状分类》(GB/T 21010—2007)和《镇规划标准》(GB 50188—2007)中土地分类进行对比分析,确定了统一的乡镇土地利用分类,为有效指导农村区域土地资源利用和规划提供借鉴。统一的乡镇土地利用分类包括12个一级类,59个二级类,其中有9个二级类划分了三级类,三级类共有21个;以《土地利用现状分类》(GB/T 21010—2007)为准的一级类包括8个,二级类包括49个;以《镇规划标准》(GB 50188—2007)为准的二级类1个;两者综合并重新定义的一级类4个,二级类9个。
The clear unification of land classification is one of the foundations to realize the coordination between general land use planning and township system planning.The land utilization classification courses of construction department and land resources department are reviewed respectively,and the unification land classification principles are proposed.According to the analysis on the Present Land Use Classification,GB/T 21010—2007,and the Town Plan Standard,GB 50188—2007,the unified towns land utilization classification is determined,which is better for the effective instruction of land resources use and planning.The new classification includes 12 first-level kinds,59 second-level kinds.There are 9 second-level kinds having divided three-level kinds,and there are 21 three-level kinds in all.The first-level land kinds according to the Present Land Use Classification,GB/T 21010—2007,are 8,and the second-level kinds according to that are 49.The second-level kind according to the Town Plan Standard,GB 50188—2007,is 1.There are 4 first-level land kinds and 9 second-level kinds by synthesizing and redefining.
