文化是一个民族得以传承绵延的精神动力，水文化建设是时代发展的必然结果，是增强水利行业文化软实力的重要保障。分析了我国水生态建设的概念、内涵，阐述了水文化建设对贯彻可持续发展治水思想、促进民生水利建设的重要性，并重点探讨了我国水文化建设的重要意义，指出水文化建设与生态文明建设、社会主义核心价值体系建设的关系，提出推进水文化建设的保障措施。

Culture is the spiritual motivation of a nation to tradition and continuity. While Water culture construction is the inevita-ble result of the development of times, witch is an important guarantee for enhance our country’ s cultural soft power. This paper briefly analyzes the concept and connotation of water culture construction, elaborates the importance of water culture construction to carry out the sustainable development thought and to promote the livelihood of water conservancy construction. The article mainly discusses the important meaning of water culture construction, and pointes out the relation between water culture construction and construction of the socialist core value system, and put forward to measures of water culture construction.
