参照西方实践哲学之实践谱系，公共行政实践在百余年的历程中存在着四种基本叙事：泛技术化、道德谋求、阐释主义与批判主义。当前，公共行政实践呈现严重的碎片化状况，并有着深层次的根源。作为公共行政实践的一个具体领域，当前廉政建设实践所面临的诸多困境是公共行政实践碎片化及其一系列危机后果的集中体现。反思与批判长久以来公共行政实践碎片化所导致的各种困境与危机，推进公共行政实践从碎片化走向总体性，并为公共行政实践正名，是当前公共行政理论与实务界必须关注和回应的迫切性重要议题。
英文摘要：
With reference to practice and praxis concept of western practice philosophy, there are four basic narratives of public administration during the course of hundred years, including technicism, moral pursuit, interpretivism and criticism. Currently, public administration praxis is seriously fragmented, resulting in the dilemma confronted in the praxis of clean government construction, which is an important part of the praxis of public administration. The pressing task for both public administration theorists and practioners is to rethink and criticize all kinds of difficulties and crises, which are caused by the long-term fragmentation in public administration practice, and to promote the public administration from fragmentation to totality so that the nominal rectification of public administration praxis can be fulfilled.
