根据国家防汛抗旱总指挥部办公室发布的《水库汛限水位动态控制试点工作意见》,基于现有的工程条件和技术资料,在龙羊峡-刘家峡两库联合调度的基础上,结合有效的防洪调度方法和措施,科学、合理地论证刘家峡水库的动态防洪限制水位,实现科学调度洪水,既能充分利用流域水资源、尽可能地发挥梯级水库的防洪和兴利综合效益,又可满足设计防洪标准、确保水库防洪安全.结果表明:从防洪安全和综合利用两方面考虑,根据上游龙羊峡水库的实际运行情况,刘家峡水库各旬在汛限水位1 726.3 m~1 733.6 m之间进行动态控制是必要的,也是可行的.

英文摘要:

According to "The Suggestions for Pioneer Work of Dynamic Control of Reservoir Limiting Flood Water Level", issued by the Office of State Flood Control and Drought Relief Headquarters, this paper adopts reservoir capacity compensation to probe into a practicable dynamic control method of limiting flood water level for the Liujiaxia Reservoir, and establishes the dynamic limiting flood level control hydrograph, i.e. staged flood-water,for a period of ten days, based on the united operation between Longyangxia and Liujiaxia cascade hydropower stations. In the meantime, taken into account are the engineering conditions and technical data of existing cascade hydropower stations on the upper reaches of the Yellow River. The result indicates that it is necessary and feasible to practise dynamic control of limiting flood water level within 1 726.3 m~1733.6 m according to the actual operation of the Longyangxia Reservoir in consideration of flood control safety and synthetical utilization.
