英文摘要：

The purpose of this study is to provide reference for the policy of construction land readjustment between urban and rural areas in China by analyzing the operation mode of banking system for land development rights transfer in New Jersey State of the USA. The documentation and comparative analysis are used in the paper. The result reveals the establishment and function of the banking system. The paper concludes that there are four advantages of the New Jersey TDR banking mode that could be the references for Chinese land-policy maker, which are（1）a bank system fitting for both municipal and regional TDR,（2）the strict limitation on the behavior of governmental agencies, （3）the function of education and promotion,（4）the participation mechanism and paying attention to the interests of weak groups.
