本文从慈善事业的“多中心”特性出发，在观察比较我国不同类别慈善组织运作方式的基础上，重新定义了“官办慈善”转向“民间办慈善”的价值理性需求。慈善事业多元共治的治理结构，不能以“官方设计规则、慈善组织参与”为终点。使慈善组织成为真正的自主治理实体，参与到基本规则的协商与博弈之中，是国家治理能力现代化语境下慈善治理结构演进的必由之路。

Started from the charity＇s multicentre character, and based on the review of different charitable organizations＇ operation patterns, this article definite the value demands of the transformation from official charity to civil charity. The reform of charity＇s governance structure can not end up with the pattern of ＂government design the rule, charitable organizations joint＂. Turning charitable organizations into really self- governance subjects, and encouraging it to take part in the negotiation and game playing about essential rules, is the necessary road for the revolution of the charity governance structure in the context of governance capability modernization
