In modern society, crisis and accidents of various kinds pop up frequently. As the main undertaker of public crisis management, grassroots governments play an important role during the process of public crisis-alert management. And they are the base of all governments on alert management. We should adhere to the principle of ＂human-centered and for the people＂ so as to fully implement the government functions when we deal with accidents. We also should take scientific crisis-alert actions immediately, and control the crisis in the smallest scale, thus reduce the bad effects that crisis may bring to people＇ s production and life, so as to ensure the credibility of grassroots governments and lay solid foundation for the Party＇ s governing capability.
