作为新农保制度设计的重要内容，基础养老金计发标准将直接影响到农村老年人的基本生活保障权益。然而，现行基础养老金计发标准设置过低且缺乏调待机制，面临难以保障老年人基本生存需要的风险。基于此，本文在明确基础养老金适度水平的内涵的基础上，运用ELES模型测算出2012～2021年新农保基础养老金适度水平，为核定基础养老金水平提供依据和参照。
英文摘要：
As an important part of the design of New Rural Pension System ,the payment standard of basic pension will directly affect the basic living right of rural elderly. However ,the current payment standard of basic pension is set too low and be lack of adjustment mechanisms,facing the risk of threatening the basic survival needs of the elderly. So, this paper define the con-notation of moderate levels of basic pension ,then use ELES model estimating the moderate level of basic pension among 2012~2021,which provide an important basis for optimizing the level of the basic pension.
