The endogenous rural tourism development based on the theory of stakeholders is a new model that emphasizes the local stakeholders＂ domination of tourism development, which needs various stakeholders＂ cooperation and participation. The key of it is to establish new model cooperative economic organization, build and innovate community organization, structure harmonize platform for inside and outside benefits, empower the right of personal and community, restructure rural culture that accords with the times development, build strategic alliance partnership between the stakeholders, innovate the government participation etc by the inside strength integration, community mobilization, local tourism resources and nongovernmental organization potential development , unique village culture protection as well as the government functions transformation. And then forms the endogenous rural tourism development model which dominated by the local stakeholders finally and realize sustainable development and ability enhancement of the local.
