Take the Qiaolin New Town as study region, firstly, the theoretical potential （2923.77 hm2） of residential land consolidation （RLC） was calculated based on the residential land quota per capita method. Secondly, the realistic potential （1315.70 hm2） of RLC in this new townwas estimated by calibrating its theoretical potential using constraining factors of natural factors, economic factors and social factors. The results indicated that the government should pay great attention to the RLC in Qiaolin New Town, carry out scientifically accounting for local natural, economic and social constraints, and push the rural residential land intensive and saving utilization
