The new situation of power coal price convergence converts competition between coal and electric power enterprises into having more common interests. They are in collusion with each other to raise prices, and the willingness and ability to transfer costs are rising. This paper suggests that the preventive measures of government regulations should be conducted from the aspects of information publicity, improving and implementing the bidding, cost supervision on links with insufficient competition such as power generation, and financial separation etc.
