创新型城市竞争力评价是创新型城市研究和建设的基础性工作。为了准确评价四川省21个地市州的城市创新竞争力，针对已有研究大多采用单一评价方法的不足，提出创新型城市竞争力集成评价模型，将其用于对2015年四川省各地市州的统计数据进行实证分析。进一步地，使用肛均值聚类方法对各地市州分别从创新投入、创新基础能力、创新效益和创新环境4个方面进行聚类分析，来解析比较各地市州的竞争力结构，明确其优劣势所在。在此基础上，针对性地提出提高各地市州城市创新竞争力的政策建议。

英文摘要：

Innovative city competitiveness evaluation is the groundwork of innovative city research and construction. In order to evaluate the innovative city competitiveness for 21 cities and states in Sichuan Province,an innovative city competitive- ness integration evaluation model is proposed to make up for the deficiency of the existing studies, in which single evaluation method is utilized mostly. Then the empirical analysis with the statistics data of Sichuan Province in 2015 is carried out. Fur- ther, to analyze and compare their innovation competitiveness structure and identify their strengths and weaknesses respec- tively, the clustering analysis is made with K-means method from the following four aspects ：innovation input,innovation bas- ic ability, innovation benefit and innovation environment. Finally, the pertinent policy proposals are offered to improve the in- novative city competitiveness of Sichuan Province.
