Guanzhong high - tech industrial belt is one of the key economic development zones in northwest China, the advantage in location, industrial advantages as well as science and education enable the zone have some potential for further development. Based on mecha- nism of high - tech industries continued competitiveness of the cluster being formed it points out that knowledge from a closed to an open system of conversion and support system designing is the internal mechanism of upgrading the industrial cluster for Guanzhong area. Con- struction of the regional innovation system, creation of a good development environment, the promotion of technological innovation in enter- prises in this region is related key strategies to nurture and promote the high -tech industry clusters continued competitiveness.
