通过将战略地图方法与系统动力学方法相结合,构建技术创新能力模型,对影响技术创新能力的关键因素即专利申请量和政府与企业R&D投入比率进行动态模拟研究。研究结果表明:战略地图与系统动力方法相结合是技术创新能力模拟研究的有效方法;创新成果转化为知识产权能够有效提高技术能力;政府扶持对提升技术创新能力具有重要作用,但必须控制在合理范围之内。
By combining strategic map and system dynamics, we construct a dynamic model based on how to promote technological innovation capability. We then simulate the relationship between the number of patent applications and ratio of R&D investment of government and enterprise. The result shows that combining strategic map and system dynamics is an effective method to simulate technological innovation capability; transforming innovations into property rights can promote technological innovation capability remarkably; and appropriate support from government is useful for promoting technological innovation capability which should be controlled to a reasonable degree.
