初步探讨了我国高校剧毒化学品管理和使用的现状及特点。在借鉴事故致因理论的基础上,从管理缺陷、人的不安全行为和物的不安全状态三个方面对高校剧毒化学品管理展开具体分析。通过高校剧毒化学品涉及的购买、使用、储存、废弃物处置四个主要环节,系统地分析了其中的不安全因素,厘清了造成高校剧毒化学品事故的本质原因和直接原因。根据事故原因分析结果构建了事故致因模型并提出相应的对策,为加强高校剧毒化学品安全管理工作提供借鉴。

英文摘要：

The usage and management status for highly toxic chemicals of college are explored. Accident-causing theory is applied to analysis three aspects from management lack,unsafe behaviors of people and unsafe condition of things. Considering the four essential processes（ purchase,usage,storage and wastes disposal）,the potential unsafe causes are integrally discussed. The essential and direct reasons for management accident of highly toxic chemicals are proposed and clarified. A simplified model is constructed base on cause of the accident analysis results. The results boost corresponding methods to solve problems and advanced clearer direction of highly toxic chemicals safety management work in colleges and universities.
