Based on the survey data of Changzhou city in Jiangsu Province,this paper summarizes the present situation of social worker team construction,and analyzes the realistic dilemma and route choice of social worker team construction from three dimensions： ＂individual-groupsystem＂.Negative individual experience of social workers,imbalanced group structure,and weakened system efficiency constitute ＂three dilemmas＂of the stability and development of social worker team.To strengthen social worker team construction,efforts should be made in these aspects： meeting individual needs, optimizing the group structure and strengthening the institutional efficiency.
