土地利用总体规划是一个多目标、多准则问题,应用一种模型或方法难以在多规则约束条件下得到较优的布局方案。在福建省漳州市南部常山华侨经济开发区的土地利用总体规划中,本文借鉴专家解决规划问题的思维方式,将案例推理引入其土地利用总体规划,并以本体作为案例表示方式,结合规则推理实现案例修正,完成土地利用空间布局过程。结果表明:基于本体案例推理与规则推理的土地利用空间布局方法能很好地利用专家的经验知识,在多种规则的约束条件下能得到兼顾经济发展和生态环境保护的较优土地利用空间布局方案。其中,案例修正过程使系统具有自适应、自学习机制,随着系统的应用运行会不断增加新的案例和规则。丰富的案例库和规则库,能更进一步提高土地利用总体规划的效率、科学性和实用性。
It is difficult to apply one single model or method to optimal land use because methods vary and each have particular limitations. Only when we effectively take full advantage of the experience and thoughts of planning decision-makers can we arrive at an optimal land use scheme. Here, we introduce case-based reasoning into the land use planning realm and apply this method to land use planning of a Chinese economic development zone in Changshan, south of Zhangzhou, Fujian Province. Ontology and rule-based reasoning were combined to achieve case correction and obtain a desirable land use layout. We calculated the similarity between two types of feature items and then weighted the sum of the similarity result to obtain a similarity of case. Results indicate that land use based on ontology case-based and rule-based reasoning make use of expert methods and provide satisfactory spatial output under a variety of constraints. One particular characteristic of the proposed method is that it is well designed to yield optimal land use while taking into account economic development and ecological environment protection. Thus it indicates that case-based reasoning is feasible and efficient for land use planning. Land use spatial output based on ontology case-based and rule-based reasoning has advantages when carrying out complex geographic stimulations. The method presented here has a self-adaption function which allows new cases and rules to be added. The abundant cases and rules provided here further improve the feasibility and efficiency of the use of case-based reasoning in land use planning.
