现有研究表明由于航运业使用了大量的化石能源,已经成为港口城市空气污染最重要的来源。但是在利润最大化的驱动下,有限理性的港口企业不会自主选择绿色港口发展模式。因此,政府必须通过适当的机制设计促进港口企业进行绿色港口建设。基于这一目的,文章构建了由政府、港口企业参与的演化博弈模型,并在模型中参数化港口城市居民的行为,基于均衡分析的结果设计政府促进绿色港口建设的方式。模型的结论显示：目前的政府介入形式不是最优的选择,通过立法赋予民众监督权,对民众进行环保教育以及鼓励加快绿色港口技术的发展可以起到比政府直接介入更好的效果,即达成政府不检查而港口企业采用绿色生产模式的纳什均衡。

英文摘要：

The existing research shows that the shipping industry has become the most important source of air pollution in port cities be-cause of consuming the massive fossil fuels. However, under the drive of profit maximization, limited rational port enterprises will notchoose the green port development mode. Therefore, it is necessary for the government to facilitate the port enterprises to carry out thegreen port construction through the appropriate mechanism design. Based on this purpose, this paper constructs an evolutionary game mod-el in which government and port enterprises are participators, the behaviors of the port city residents are the parameters. Based on the equi-librium analysis results, this paper proposes some measures for the government to facilitate green port construction. The conclusion of themodel shows that the current form of government intervention is not the best choice, delegating people the right of supervision through leg-islation, educating the public about environmental protection and encouraging to accelerate the development of green port technology canplay better roles than direct government intervention, namely the Nash equilibrium mode in which the government does not check and theport enterprises adopt green production can be achieved.
