This paper discusses the effects of perception of natural environment, perception of social environment and attitude on the willingness of environmental behavior using structural equation model by Binchang coal mine area, Shaanxi Prov- ince as example. The result shows that： the willingness of environmental behavior is weak. Perception of the natural envi- ronment has a significant positive effect on environmental behavior. Perception of the environmental attitude has a significant negative effect on environmental behavior. Perception of the social environment has no significant effect on environmental be- havior.
