旱灾是我国亚热带稻区面临的严重灾害,旱灾应急管理是水稻生产风险管理的重要内容之一。构建旱灾应急管理能力评价指标体系,有助于提高旱灾风险管理水平,降低旱灾损失。根据旱灾发生的时间过程,采取层次分析法原理构建了亚热带稻田生态系统防旱预警能力、亚热带稻田生态系统干旱响应能力与亚热带稻田生态系统旱灾恢复能力3个子目标和16个2级指标来评价旱灾应急管理能力。将此方法运用到衡阳盆地,评价结果是衡阳盆地南部的常宁市、耒阳市与东北部的衡山县、衡东县及南岳区旱灾应急管理能力强,为I级;盆地中部的衡南县旱灾应急管理能力最弱,为Ⅲ级;盆地西北部的衡阳县、祁东县旱灾应急管理能力为中等水平,为Ⅱ级。该评价结果能为衡阳盆地防旱抗旱提供科学依据。
Emergency Management for drought disasters is one of the important contents of risk management in rice production be- cause drought is a serious disaster in subtropical areas of China. Construction of evaluation index system of emergency management ability for drought disaster will help to improve risk management level and reduce the loss of drought. From the view of course of droughts the Analytic Hierarchy Process (AHP) method is used to establish the three goals including capability of drought early warning, capability in response to drought and capability of drought resilience in subtropical rice ecosystem. Weights for different as- sessment indicators are given with paired comparison. The assessment model of emergency responding capability to drought disasters is established. The model and assessment indicators are used to assess the emergency management capability in Hengyang Basin. The results of assessing the emergency management capability about drought disasters will provide basic data to prevent and fight droughts in Hengyang Basin.
