以浙江省为例,采用2009-2012年水利推广项目的调查数据与9个相关地级市(区)的截面数据,运用AHPDEA模型分析了农田水利科技推广项目的技术、经济、社会和生态效益及专项项目在各相关地级市的综合效益情况。研究表明:浙江省农田水利科技推广项目综合效益存在明显的区域差异,水利投资额、工程年供水量是造成这一区域差异的主要因素;该项目的推广取得了良好的社会效益和生态效益;但因水利工程使用时期较长,目前来看该项目取得的技术效益和经济效益尚不明显。除此之外,在DEA模型的影响因素分析中,发现加大对经济相对不发达地区的水利建设投资、帮助农民就业、减轻农民负担、培养社会主义新型农民,将有助于推广项目的整体效益提高,以及对促进农村社会的和谐稳定发展具有积极的作用。
This paper takes Zhejiang Province as an example, using AHP DEA model and 9 related cities, survey data and section data to analyzethe economic, technical, social and ecological benefits and the impact of the farmland water conservancy science and technology promotion project.Research shows that: there is an obvious regional difference in comprehensive benefit of Zhejiang Province Water Conservancy Science and technology projects, the investment and annual water supply of water conservancy are factors causing the regional difference; social benefits are the bestand the economic benefits have achieved is not obvious. Therefore, improve the investment and help farmer employment, reduce farmer burden,cultivate new socialist farmers in relatively underdeveloped areas, will contribute to the improvement of social benefits and promote the harmoniousand stable development of rural society.
