The government is the representative of public interests, as well as the dominant force for public conflict governance. Practical experience shows that governance can not be rely on a ' strong power' to drive hard, or rely on compromise and accommodation to maintain. It must be based on the mutual trust of the both players of the game. Therefore, the government trust is the basic and essential factor to the public conflict governance. The characteristics of the public conflict and the social reality show the lack of government trust is the prominent problem for public conflict governance. The current form of the social structure and the characteristics of the public conflict make the collaborative trust be the ideal mode of the public conflict governance. To shift from idea, construct system, improving official quality and foster public spirit is the basic tactics for good government trust.
