This paper analyses the factors that influence software project performance,constructs the index system of the project organization and the project characteristics in itself,defines the connotation of software project performance evaluation,designs a reasoning strategy having the self-learning and self-adaptive ability which combines fuzzy logic and neural network to deal with uncertainty problems,establishes the software project performance evaluation model based on fuzzy neural network,and proves it by an example.
