Evaluating the effectiveness of course of action （COA） can provide support for commander＇ s decision-making process. By analyzing dependencies between actions of COAs, a COA effectiveness model （EM） and the corresponding Bayesian network （BN） are established to optimize and evaluate the effectiveness of COAs. And a case study of joint landing operation is conducted to show this method. Experimental results show that this method can handle uncertainties and complexities of COAs and the assessment result can provide reference for the decision-making process.
