分析国土空间结构现状,规范国土开发的空间秩序是编制主体功能区规划的主要部分之一。本文从服务于主体功能区编制的角度,综合运用GIS空间分析、信息熵等方法,刻画北京市城市空间、农业空间、生态空间和其他空间结构间均衡和稳定程度,并运用空间转换矩阵分析了国土空间结构变化,揭示了国土空间利用中存在的问题,提出调整空间结构和规范空间秩序的原则和建议。研究结果表明,北京市区域国土空间结构呈明显的圈层结构以及＂三多三少＂的特点,生态空间、农业空间日渐萎缩,发展重心向西、北部偏移,国土开发趋于无序。未来北京市国土利用应充分体现首都的功能和特色,严格管制生态人文关键区域、构建生态安全网络,开发东南、控制西北、保护西部,严控城市发展边缘,按照生活、生态、生产的顺序进行国土空间结构调整;而四类功能区则应分别按照疏解、控制、集聚、保护的原则发展,共同构建北京市城乡协调、疏密有度、协调清晰的国土利用总格局。

英文摘要：

Analyzing the spatial structure and harmonizing its spatial order of national land use are important parts of compiling the major function oriented zoning.Based on the analyses of the spatial structure of city space,agricultural space,ecological space,other space and its change of national land use,this paper brought forward some principles and suggestions on how to adjust the spatial structure and harmonize its spatial order taking Beijing city as study area.Methods of GIS spatial analysis,Information entropy and spatial transition matrix were employed.The results indicated that the national land use structure presented a distinct circular layer structure character.The production space is more and the ecological space is less,the industry space is more and the living space is less,the rural residential space is more and the urban residential space is less in Beijing.Along with disorder of the national land development,the national land use structure tended to unstable.In the future,the national land use structure should reflect the function and characteristic of Beijing as the capital of China.The national land should be developed on the basis of natural suitability and resource capacity.Moreover,the national land development order was constructed,the aspect such as the spatial directions of land development,embarking of construction land,the key monitoring and controlled zone,etc.included.Meanwhile,the spatial order of different function zone should be harmonized as a whole and construct a harmony national land use pattern with a suitable density and clear spatial edge.
