以区域作为开放创新的研究层次,以天津开放创新实践为例,结合前期文献研究成果,通过专家访谈和案例研究相结合的方法,凝练了区域开放创新体系的5大行为主体和32个功能要素,建立了区域开放创新体系行为主体功能要素框架模型,并对模型进行了案例实证。结论显示,区域开放创新体系提供了不同于传统区域创新体系和开放创新理论的研究视角,是由各行为主体以发挥不同功能要素为纽带构成的有机整体,各行为主体开放合作、协同创新、相互作用,促进区域内外的各类创新要素在更大范围内相互选择、相互适应,从而形成有机、有序的开放创新体系。

英文摘要：

Based on the regional level and taking Tianjin as an example, with methods of expert interviews and the multiple-case study approach, this paper established a regional level open innovation framework model, which including 5 regional open innovation behavior bodies and 32 functional factors. The results show that, regional open innovation is an organic whole, which consists of behavior bodies linked by different functional factors. Those behavior bodies relate and interact with each other, promoting mutual choice and adaption between inside and outside innovative factors in a larger scope, and then, forming an organic and orderly system of regional open innovation.
