协同创新的本质是管理方式的创新,是经济全球化和技术不断发展的必然产物。在借鉴美国I/UCRC成功经验的基础上,提出以高等院校为主导的协同创新管理模式。该模式强调协同创新的基础在于政府、企业和相关科研机构整合优势资源,实现资源共享与优势互补,以项目合作构建创新系统内部紧密型组织结构,并在刚性纵向一体化的前提下充分采用柔性的管理方式,以适应快速变动的环境。
The nature of collaborative innovative is the management innovation, and is the inevitable outcome of economic globalization and the technology development. Based on the United States I/UCRC collaborative innovation management model, the paper presents a theoretical model of collaborative innovation under the universities leading, which is based on the integration of advantageous resources of government, business and research institutions, and can realize the sharing of resources and complementary advantages depending on project cooperation among the members in the system. Otherwise, the fully flexible management, approaching t the rigid vertical integration, is in order to adapt to the rapidly changing environment. The model will development mode, and also has benefit for exploring the universities collaborative innovation mechanism and their very important practical significance to build an innovative countrv.
