信息化时差是指政府应对突发公共事件措施滞后于公共事件负面效益扩散速度的现象。一方面,信息化时差现象考验着政府应变速度和敏捷性。随着大数据时代的来临,如何从大量的信息中迅速得到决策支撑数据,成为政府面临的一个重要课题。另一方面信息化时差也倒逼政府加快信息化建设。为应对信息化时差背景下的政府治理困境,在我国特有的经济社会文化背景下,本文借鉴国外发达国家的成功经验,从以人为本的理念、信息化基础设施建设、法治化建设、治理机制等视角努力寻求适合我国政府治理创新模式的路径机制,通过信息网络技术来构建政府的权力清单、责任清单,借助信息化网络技术把政府权力运行进一步关在制度笼子里面,为公众提供更多、更简便、更低廉的公共服务,大力推动政府治理现代化。

In many cases, public events just happened, the government＇s counter measures have not yet been implemented, negative benefits have spread fast, and caused adverse impacts to the government image, this creates a ＂ information jet lag＂. At present, to promote the government informatization is the important measures to ease the ＂information jet lag＂. The government informatization is conducive to change the government functions, to make the administrative behaviors into the open, and the decision -making to be scientific ,democratization, and the management to be modernization. In the process of performing functions, the government makes full use of the advantages of the information, enhances the abilities to the comprehensive exploitation and utilization of the government information resources, and gradually realizes the ＂ seamless docking＂ between informationization and the government functions. It is important to accelerate the construction of our country＇s material civilization, spiritual civilization and political civilization, and to realize the society＇s goal of the comprehensive well - off.
