随着我国老龄化进程的推进,医养分离的养老保障服务体系已无法承载具有中长期照护需求的老年群体。长期的医养不能兼顾不仅造成了资源的重复浪费,更是降低了老年群体的生存质量。我国近几年不断出台新规搭建医养结合建设的平台,但是受政策构建周期长、管理机构多头、筹资模式不可持续、医养结合机构结构性短缺、照护人员稀缺等方面的制约,使得我国养老现实与医养结合养老服务模式存在契合的冲突与矛盾。需要在政策制定、机构管理、筹资模式、试点操作以及机构建设等方面不断探索,使医养结合成为破解我国老年人口养老压力的有效路径。
With the advancement of the aging process,the separation of pension system and medical system is no longer beneficial to the medium and long term care of elderly people in China. The consideration cannot be given to both pension and medical care in the long run,which not only results in repeated waste of resources,but also reduces the living quality of elderly people. In recent years,many new regulations have been introduced in order to build a platform for the combination of pension and medical care. But,due to the long-term policy construction,multiple management,unsustainable financing mode,structural shortage of pension and medical care institutions and limit of care personnel,there are conflicts and contradictions of consilience between pension reality and pension service with the combination of pension and medical care. It is important to continue to explore new methods in terms of policy making,institutional management,fund-raising mode,pilot operation and institution construction so that the combination of pension and medical care will be an effective way to tackle problem of aging population in China.
