针对目前水利突发性灾害事件处理中存在的信息发布方式单一、信息发布实时性差和软件设计灵活性差、可扩展性不强等问题,研究如何将传统的水利应用方便、快速地扩展到移动设备上。本文采用本体理论以及框架、组件、WAP、Portal等技术,设计开发了水利移动服务平台。该平台具有开放性、智能性、易操作性、实用性等特点。通过在陕西省水利厅和水利部水文局防汛中的实际应用,表明该平台在水利行业中可为突发性灾害事件的处理提供快速发布信息和获取信息,具有一定的实用价值和应用前景。
At present, in dealing with the water conservancy sudden disaster events, there are many problems in developing software application, including single and untimely information publishing, weak flexible and extendable software design. The conventional water conservancy applications should be extended to mobile equipments rapidly and conveniently. In this paper, a water conservancy mobile service platform is designed and developed based on the ontology theory, framework, components, WAP and Portal technology. The platform is an opening and intellectual system which has the characteristics of easy operation and practicability. The platform has been applied on the flood control system of the Ministry of Water Resources for the flood information issue. It shows that the platform has practical value and prospective application.
