核心技术的欠缺，束缚了我国经济的进一步发展，处于转型环境下的中国企业已逐步认识到自主技术创新的重要性。在回顾技术创新和自主创新文献的基础上，从界定自主技术创新要点入手，定义了该构念。分析了企业在技术创新时，自主性主要表现为“企业依据自身资源和能力”及“企业获取技术改进和变革的成果”情况。为了建立测量指标，应用文献归纳法将“资源”、“能力”和“成果归属”指标可操作化，最终确定以19种资源、33种能力及合同中约定的技术成果归属来表述企业技术创新的自主性内涵。

英文摘要：

The lacking of core competence negatively influences the domestic economic development. Under the transition economy environment, local finns gradually realized the importance of ＂ORC-OA innovation＂. By reviewing the essays about technology innovation and ＂ORC-OA innovation＂ , this paper try to define the concept of ＂ORC-OA technology innovation＂. We argue that in the firm level, the ＂ORC-OA＂ mainly stand for the own capacity and resource as well as the acquisition of the property right of technical improvement. In order to build up the measurement system of this concept, using the induction method to analysis related research papers, this paper developed a measurement system combined with 19 kinds of resources, 33 kinds of capacity and 4 kinds of property rights to measure the extent of ＂ORC-OA＂ of finns＂ technology innovation. This paper contributed to the further research of the process-based discussion on the measurement system building of ＂ORC-OA technology innovation＂.
