基于政府企业关系视角,以无锡市惠山区钱桥街道为案例,在微观尺度下探讨了工业企业用地行为的差异性及其影响因素。政府企业关系包含地方政府干预和企业政府关联两个有机组成部分。进一步以资源环境约束条件为依据,将政府企业关系时间演化划分为"地方竞争"和"地方引导"两个阶段。在"地方竞争"阶段,地方政府干预增强了工业企业的用地可获得性;而在"地方引导"阶段,企业政府关联对工业企业用地行为影响的重要性不断显现,具备较强企业政府关联的企业在土地要素获得性和用地规模上均优于不具备企业政府关联的企业。验证了地方政府干预和企业政府关联的相互作用,是工业用地快速扩张的微观基础。
Based on the perspective of government-firm relationship,this study explores the differences of manufacturing firms' land use behaviors and its influencing factors under micro-level scale,using firms in Qianqiao Street as a case study. Government-firm relationship in this study includes local government intervention and firm-government connection. Based on resources and environmental constraints,this study divides the evolution of government-firm relationship into two stages: " local governments' competition and local governments' guide". In the " local governments' competition" stage,local government intervention allows firms to strengthen the availability of land; while in " local governments' guide" stage,the impact of firm-government connection becomes important gradually.The presence of firm-government connection makes such firms better access in land elements and land use scale. This study tests the interaction of local government intervention and firm-government connection is the micro foundation of the rapid expansion of industrial land.
