面对日益加快的城市化进程,我国城乡风貌与景观资源在管理体制、规划体系及控制措施等方面显得相对滞后,造成了景观风貌的无序与特色缺失等诸多问题。日本自2004年开始施行《景观法》以来,在城乡风貌管理和控制等方面取得了良好的效果。研究在解读日本《景观法》的实施背景、体系框架及基本内容的基础上,对我国城乡风貌与景观资源空间管治问题进行剖析,并从概念明晰、法规制度、规划体系及控制措施等方面提出了我国景观资源的控制与管理的建议,以期能够促进我国可持续城市化进程。

Chinese landscape resource management and planning system is lagging behind as urbanization accelerates,and this has resulted disordered landscape development.Japan enforced Landscape Law since 2004 and has achieved favorable effects.The study analyzes Japanese Landscape Law background,system,and contents,and gives suggestions in concepts,laws,planning system,and control measures of promoting China＇s landscape management.
