控制与信任作为PPP项目中不可或缺的两种治理机制,二者之间的交互作用受到角色感知的调节,并最终决定了PPP项目的履约效果。首先,依据私人部门的企业类型将其角色感知界定为4类,即父子关系、兄弟关系、朋友关系和商人关系,并分别选取对应的代表性PPP项目案例;其次,通过多案例的对比分析,探讨了上述4类角色感知下政府部门的合同条款控制对私人部门信任感知的影响。研究结果显示:1在父子关系或朋友关系的角色感知下,合同条款控制通常较低,且其与私人部门感知到的能力信任表面上呈现负相关关系;2在兄弟关系或商人关系的角色感知下,合同条款控制通常较高,且其与私人部门感知到的能力信任本质上呈现正相关关系;3角色感知对合同条款控制与私人部门感知到的善意信任之间关系的调节作用并不显著。
Control and trust were viewed as two indispensable governance mechanisms in PPP projects.Their interacting effects would be affected by the role perception,which eventually determined the result of contract performance.Firstly,role perception of the private was defined as four types according to the enterprise types of the private,including father-son relationship,brotherhood,friendship and trading relationship.Four representative cases of PPP were selected separately.Secondly,the influence of control of contract terms by the government on trust perception of the private was explored under the four role perceptions through the comparative analysis of multiple cases.The main findings are as follows:1under the role perceptions of the father-son relationship or friendship,control of contract terms is usually lower,and it seems to show the negative correlation with competence trust which is perceived by the private;2under the role perceptions of the brotherhood or trading relationship,control of contract terms is usually higher,and it virtually shows the positive correlation with goodwill trust which is perceived by the private;3role perception has no significant effect on the relationships between control of contract terms and goodwill trust which is perceived by the private.
