共建“丝绸之路经济带”实现“五通”目标,关键在人的互联互通;依托丝路沿线国家和地区实施人才共享战略,有利于缓解新疆人才匮乏的现实困境,支撑丝绸之路经济带核心区建设。基于丝绸之路经济带背景下新疆人才共享的发展格局,涵盖了国际、国内、区域之间与区域内部等四个层面。在此背景下构建的新疆人才共享机制的基本框架,主要包括约束机制、动力机制、调控机制及产出机制;构建新疆人才共享机制的政策建议是:积极推进人才共享,营造人才发展的良好社会氛围;建立健全相关制度,促进人才资源合理增效流动;加强顶层设计,打造多样化的新疆人才共享平台。
The connection of people is the key to achieve the "five connections" objectives of the "Silk Road Economic Belt". The implementation of the talent-sharing strategy in the countries and regions along the "Silk Road" will help to relieve the realistic difficulties of talent shortage in Xinjiang and to build the core area of Silk Road Economic Belt. Under the background of Silk Road Economic Belt, the development pattern of Xinjiang's talent-sharing strategy covers four levels: international, domestic, inter-regional and intraregional. This paper establishes a basic framework of talent-sharing mechanism in Xinjiang, mainly including restraint mechanisms, dynamic mechanisms, regulatory mechanisms and output mechanisms. The policy implications of Xinjiang's talent-sharing mechanisms are positively advance the talent-sharing to build a good atmosphere of talents development, construct and improve the systems to facilitate the flow of talents resources, and strengthen the top-level design to form a diverse talent-sharing platform.
