The concept of pressure was put forward in this paper, and the ＂Building Urban Projects on Mountains＂ pressure indicator system was built up. The pressure level of Yunnan Provinces＇ s ＂Building Urban Projects on Mountains＂ in 2020 was analyzed and estimated at the municipal level by the methods of analytic hier- archy process, Delphi method and the comprehensive fuzzy evaluation. The results show that ： 1 ） The ＂Building Ur- ban Projects on Mountains＂ pressure in Yunnan exists obvious unbalance on the space, because the cultivated land resources, population, economic development level and the rural social development are different. 2） The article divided pressure level into four ranks： Ultra high pressure level I mainly in the middle of central region of Yun- nan; High pressure level Ⅱ mainly distributed in the west and east of central region of Yunnan,the west of south- east Yunnan and the south of southwest Yunnan; Medium pressure level Ⅲ is mainly distributed in the middle of central region of Yunnan, the northwest of southwest Yunnan, the east of the northwest Yunnan and the north of northeast Yunnan ; Low pressure level Ⅳ mainly distributed in the east of southeast Yunnan, the northwest of north- west Yunnan and the central of southwest Yunnan. 3） The paper argues that the obvious unbalance of ＂Building Ur- ban Projects on Mountains＂ pressure can be narrowed by differentiated policy, so according to the research, the fu- ture focus area of ＂Building Urban Projects on Mountains＂ are mainly concentrated in the eastern Yunnan, the west of southeast Yunnan and the south of southwest Yunnan.
