City fog and haze is more and more serious, highlighting the seriousness of the ecological environ- ment and unsustainable traditional models of development. This paper analyzes that it is the lack of ecological civilization construction that causes city fog and hazes from four aspects of the interests, behavior, system and incentive. Furthermore, based on the theoretical analysis, we proposed the path of ecological civilization con- struction of city fog and haze governance by coordinating economic and ecological benefits, implementing be- havior transformation, improving the system of ecological security and clearing incentives direction
