By reviewing and summarizing the convergence course of Internet and telecommunications networks in the service layer, we pesented the future integration and evolution direction based on semantic web service. After the analysis of the user-centric convergence service development trend and characteristics, a reference model of ubiquitous convergent network, which could satisfy the future service and network technology development trends, is put forward. And the facing problems and challengences of the integration in the service layer are analyzed.
