基于条件价值法(CVM),通过构建假想市场,询问游客对保护三坊七巷历史文化街区的最大支付意愿(WTP),评估三坊七巷非使用价值.研究结果表明,58.11%的游客愿意为三坊七巷的永续存在而支付一定费用,平均支付意愿值为41.89元·a-1;2013年三坊七巷非使用价值为3.88亿元,其中存在价值、遗产价值、选择价值分别为2.16,1.23,0.48亿元.其次,不同支付动机直接影响到三坊七巷非使用价值的内部差异程度;游客个人月收入、满意度以及其他因素(抗议性因素、不信任因素、不认可因素、经济因素、不感兴趣因素以及游客对三坊七巷的了解程度等)也是影响三坊七巷非使用价值的重要因素.研究结果有助于了解游客对三坊七巷修复改造后非使用价值的认可程度,为地方政府及相关部门进一步制定历史文化街区可持续保护性开发决策提供一定的科学依据.
By adopting contingent valuation method (CVM) and via the investigation of visitors' greatest willingness to pay (WTP) , this paper quantitatively evaluated the non-market value of Three Lanes and Seven Alleys in Fuzhou. The results showed that 58.11% of the visitors have willingness to pay ; the average value of WTP is 41.89 Yuan per year. The total non-use value was 388 ~ 106 Yuan in 2013. The existence value, bequest value and option value were 216 ~ l06 Yuan, 123 ~ 106 Yuan and 48 ~ 106 Yuan respectively. Secondly, the different payment motivation directly affected the internal difference of the non-use value of Three Lanes and Seven Alleys. Tourist satis- faction, monthly income and other factors (such as protest, distrust, disapproved, economic and uninterested factors, and the tourists' understanding degree. ) were also important factors of the non- use value of Three Lanes and Seven Alleys. The results could help us to know the cognition degree of tourists after the rehabilitation of Three Lanes and Seven Alleys, and to provide a scientific basis for local governments and departments who make decisions of the sustainable development and pro- tective exploitation for Historical and Cultural Block.
