由于扶贫形势的不断变化,“贫困县扶贫模式”逐渐暴露出制度设计的局限,并有被“集中连片扶贫开发模式”取代的趋势。在逐步推行的“集中连片扶贫开发模式”中“扶贫中心的选点工作”是当前辄需解决的一个重要问题。基于增长极理论,应该选择交通较为便利、经济实力较强、经济结构较为合理、资源较为丰富、生态情况良好、人口较多的地区作为“扶贫中心”。本文在选取增长极的基础上,提出了新时期推动片区科技扶贫的相关建议。

英文摘要：

Due to the changing situation of poverty alleviation, limitations of the＂ Poverty-stricken Counties Poverty model＂ has gradually exposed ,which is seems to be instead of＂Poverty alleviation in Contiguous Destitute Areas mode＂. In the gradual implementation of ＂ Poverty alleviation in Contiguous Destitute Areas mode ＂, ＂ Choice of Poverty Alleviation Center＂is an important problems need to be resolved. Based on the growth pole theory, we should choose a more convenient transportation, strong economic strength, more reasonable economic structure and more abundant resources ,ecological situation is good, more populous areas as＂ Poverty Reduction Center. ＂ In this paper, we selected growth poles, proposed a new era of technology-based poverty alleviation in contiguous destitute areas and related recommendations.
