Based on discussing the connotation of sustainable development capacity of the conversing cropland to forestland project, through analyzing environment, economical, social, intelligence system＇s support ability, the article constructed indicators for assessment of sustainable development capacity of the project; According to the meaning of related indicators, the impact factor and calculation of every indicator were analyzed; Thoughts about choosing reference value were brought up, in accordance with the basic requirements on distance function model.
