乡镇是中国最基层的政府机构,是党和国家各项政策执行力的最终体现,其作用的发挥,核心在于乡镇政府的主要领导干部。少数民族贫困乡镇的乡镇长和书记,是该地区发展社会经济、建设小康社会、推动社会主义新农村建设、维护边疆社会稳定的关键,其胜任力水平,将直接影响该地区的社会稳定和经济发展。构建一个适合我国少数民族贫困地区领导干部胜任力模型,目的在于客观、准确地了解其素质和能力,为选择、任用、考核以及提高和改善及能力和素质提供科学依据,以提高边疆民族地区人力资源开发的效能,促进少数民族贫困地区的全面发展。
Town/township is the grass-roots unit of China, whose chief leaders play the role of the final implementation of the Party and the Government policies. The chief Party and government lead- ers in the poverty-stricken towns and townships of China are the key to their social and economic de- velopment, the construction of a well-off society and new socialist countryside as well as the social stability of the borderlands, whose competence will directly affect the social stability and economic de- velopment of such areas. The construction of a competence-evaluation model for the poverty-stricken minority town and township leaders aims to give an objective and correct evaluation of their qualities and competence and offer a scientific basis for their selection, appointment and assessment in order to improve the human resource development and quicken the overall development of such areas.
