技术创新是区域经济持续增长的源泉,是提升区域竞争力和建设创新型国家的重要途径之一。基于技术创新能力的内涵,从创新投入和创新产出两方面入手,构建开发区技术创新能力评价指标体系。以湖南省13个国家级开发区为例,采用主成分分析法对其进行技术创新能力评价,结果表明湖南省国家级开发区技术创新能力差异明显,且整体水平不高,其中长沙高新区技术创新能力最强,常德经开区最低。然后对评价结果进行聚类分析,得到5种技术创新能力类别,同时分析了技术创新能力的主要影响因素。在此基础上,提出开发区技术创新能力建设的一些对策建议,为政府科学制定相关政策提供参考。
Technological innovation is the source of regional economic growth, and also one of the important ways to improve regional competitiveness and build an innovation-oriented country. Based on the connotation of technological innovation capability, the evaluation index system of technological innovation capability of development zones is constructed from the two aspects of innovation input and innovation output. Taking the 13 state-level development zones in Hunan province as examples, the principal component analysis is used to make evaluation on its technological innovation capability. The results show that the technological innovation capability of state-level development zones in Hunan province exhibits obvious difference with low overall level, and among these state-level development zones, Changsha high-tech zone is the strongest in technological innovation capability, while Changde economic development zone is the lowest in it. Then clustering analysis is carried out on its evaluation results, which gains 5 categories of technological innovation capability. At the same time the main influence factors of technological innovation capability are analyzed. Finally, some countermeasures and suggestions on the construction of technological innovation capability of development zones are put forward on this basis, which provides certain reference for the government to formulate relevant scientific policies.
