There are a large number of resource-based cities with diverse types in Jilin Province, they have important economic status,at the same time, the urban problems accumulate seriously, the space layout is quiet scattered, and the transformation development is difficult. Since the implementation of the ＂Revitalizing the Northeast Strategy ＂, the nation and Jilin province both promoted the transformation development, the resource-based cities have already achieved considerable results in many aspects such as economic growth, social development,environmental improvement. However, there are still many problems such as the successive replacement industry which has not yet formed internal power. The sustainable development mechanisms are not perfect, so we need sound mechanisms and countermeasures for the sustainable development urgently.
