纽约低碳城市规划及对中国的启示

中国进行低碳城市建设,需要规划科学合理并能保证有效实施。从干系人参与、目标确定和表达、行动方案筛选、规划实施的保障以及控制评估等方面对纽约2030规划的先进经验进行了分析,并与厦门市低碳城市规划做了比较,得出中国低碳城市规划存在缺乏独立和有效的低碳建设管理机构,编制机构专业化程度不够,编制过程中缺乏信息公开和交流,规划目标不细,行动方案不明确、缺乏可操作性等问题。建议成立专门的低碳城市规划与实施机构、制定低碳城市规划技术导则、建立低碳城市信息交流网络。

英文摘要:

The construction of low-carbon cities in China needs scientific and rational planning as well as the guarantee of effective implementation. This article makes an analysis of the advanced experience of New York 2030 planning, including the participation of stakeholders, the determination and expression of goals, the screening of action programs, the guarantee of the planning's implementation, the control and evaluation of the planning. With the comparison between the low-carbon city planning of Xiamen and New York 2030 planning, it was found that there were several problems existing in Chinese low-carbon city planning:the lack of an independent and effective institution managing the construction of low-carbon city,the specialization degree of the planning institution was not enough; the lack of disclosure and communication of information during the planning process;the goals of planning were not explic- it enough;the lack of details and maneuverability of the action programs. Several suggestions were proposed, such as establishing specialized agencies for low-carbon city planning and implementation,developing technical guidelines for low-carbon city planning and building a low-carbon city information exchange network.
