Irrigation districts and irrigation systems are important agricultural production conditions. Improving the efficiency of utilizing agricultural irrigation water depends on the management system reform. The complexity of irrigation water utilization causes the property rights in the irrigation districts to be various. Different property rights determine different management systems. The traditional management system of irrigation districts in China has serious flaw which affect directly the efficiency of water resources utilization. It is necessary to do something in finance, market mechanism and policy system to reform the management system in irrigation districts in the new historical period.
