本文从利益博弈的视角对高等教育重点建设政策效果评估进行了研究,提出了政策评估是利益相关方博弈的过程,以“211工程”为例,构建了政策效果评估利益博弈分析框架,分析了重点建设政策效果评估过程中利益相关方之间的博弈关系,以及政策执行部门与评估专家之间、评估专家与政策受益院校之间的博弈关系。
The paper discusses the policy effect evaluation process of key development policy in higher education based on game theory. It proposes that policy evaluation is the process of the game a- mong stakeholders. By taking "211 Project" as an example, the paper analyses the principal--agent relationship between policy executives and experts for evaluation, and the relation between the evaluation experts and the universities which have gotten benefit from the policy during the process of policy effect evaluation based on the two-level game model.
