Low-carbon tourism is a new form of tourism in the context of low-carbon economy and is the new concept in sustainable development of the integration of tourism exploration and protection.Under this premise,based on analysis the relationship between low-carbon tourism and the protection of world heritage and current situation of protection and utilization of world heritage in china,the development of low-carbon tourism in world heritages are divided into two different stages which included early-stage and maturity,then corresponding propose three kinds of progressive development and protection model,finding the main factors in the two models and corresponding measures.
